I can appreciate the anti-derailing beams at each end of the bogies on the Shay(?), but the unusual horizontal guide wheel arrangement have me confused.

They aren't guide wheels - they are rubber suspension bushes. See about half way down this page for a close-up and brief description: 0-4+4-0t Owl

I really should have worked that out - seeing the link rods to the equalising beams, thanks!

It's actually a Heisler derivative rather than a Shay. A V-twin in effect, across the frame.
