How very observant!!I am curious though, if it wasn't operational possibly because the boiler was out of ticket, why was there a fire in it? Was it just for effect as there doesn't appear to be any pressure on it..

Yes, the loco was in need of a rebuild at the time and the smoke was created by oily rags in the firebox. It was in the very early days of the North Norfolk and no trains were running. I have photos of the B12 taken at the same time.
