I've found it too difficult to maintain radial and axial runout with hub insulation - partly because of the higher torque loading at the hub.
It's much better to insulate the tyre with the added advantage that you only have to insulate one wheel on each axle.
Provided, of course, that you remember to install the wheel sets with the insulated wheels all on the same side of the locomotive....
